Forklift operator certification

Forklifts are powered industrial trucks under 29 CFR 1910.178, and so are telehandlers, which surprises people, because a telehandler looks like construction plant rather than warehouse equipment. The requirement is the same either way.

Training, evaluation, and then re-evaluation

The standard requires formal instruction, practical training, and an evaluation of the operator actually operating the truck in the workplace. All three, in that order.

Re-evaluation is required at least once every three years, and sooner if the operator is involved in an accident or near miss, is observed operating unsafely, is assigned a different type of truck, or if conditions in the workplace change.

There is no such thing as a portable licence

Certification is site-specific and employer-specific. A card from a previous employer is evidence of training, not a substitute for your evaluation of that operator on your equipment in your workplace. The evaluation is the part that cannot be outsourced.

Capacity is quoted at a load centre

A 5,000 lb truck is rated 5,000 lb at a 24 inch load centre. Push the weight further out and the safe capacity drops sharply. Attachments change the rating too, and the data plate has to reflect whatever is fitted.

Telehandlers carry a second layer

A telehandler has a load chart rather than a single capacity, and the chart changes with boom angle, extension and whether the stabilizers are deployed. Operators need to be able to read it, because the machine will happily attempt a lift that puts it over.
